Ms. Selina Rahman joined the Bangladesh Civil Service through the 21st BCS (Audit and Accounts) in 2003. She completed her BSS (Honours) and MSS in Public Administration from the University of Dhaka. She also earned an M.Ed. (Education Administration) from the IER, University of Dhaka, and completed an MBA in Finance and Accounting from the University of Information Technology & Sciences (UITS) in 2019. During her civil service, Ms. Selina Rahman has served in various important positions within the Audit and Accounts Department of Bangladesh. These include Assistant Controller General of Accounts (Administration) at the Office of the Controller General of Accounts; Chief Accounts Officer at Office of the Chief Accounts Officer, Ministry of Industries; Chief Accounts Officer at Office of the Chief Accounts Officer, Ministry of Water Resources; Deputy Director of the Foreign Aided Projects Audit Directorate (FAPAD); Deputy Director of the Financial Management Academy (FIMA); Assistant Comptroller and Auditor General (Report) at the Office of the Comptroller and Auditor General; Area Finance Controller (Army), Chittagong; Director (Finance) at Office of the Additional Director General (Finance), Bangladesh Railway; Divisional Controller of Accounts at Office of the Divisional Controller of Accounts, Dhaka; Chief Accounts and Finance Officer at the Office of the Chief Accounts and Finance Officer, Ministry of Education and Senior Finance Controller at the Office of the Senior Finance Controller (Works). She also held additional charge as Additional Controller General of Accounts (Administration) at the Office of the Controller General of Accounts (CGA). As part of her professional responsibilities in conducting mission audits, Ms. Selina Rahman has visited several countries, including Malaysia, India, the USA, the Philippines, Singapore, Sweden, Lebanon, Egypt, Brunei Darussalam and Nepal. Personally, Ms. Selina Rahman is married and her spouse Mr. Md. Ali Hossain belongs to 13th BCS (Administration) cadre.
